TEMPORARY PERMITS - EXPIRATION DATES & LATE FEES
Last summer, Colorado motor vehicle registrations were made subject to mandatory, increasing late fees. [Visit the April, 29, 2009 article, Increasing Late Fees Apply to Motor Vehicle Registrations as of June 1, 2009]. These more strict late fees made the timeliness and expiration dates of temporary permits even more important. Lately, some dealerships have called to obtain clarification on the precise timing requirements after customers hit with late fees came back to them to complain.
QUESTION: How are dealers to calculate expiration dates on temporary permit tags to account for holidays and weekends?
ANSWER: from the Dept. of Revenue, Titles & Registration Section:
Temporary permits are issued pursuant to Colorado Revised Statute (C.R.S.) 42-3-203(3)(a) through (c) which in part reads "The department may issue individual temporary registration number plates, tags, or certificates good for a period not to exceed sixty days upon application by any owner or owner's agent..." The number of days start from the date of application (i.e., date of vehicle purchase) up to sixty days for the expiration date. This is best demonstrated with examples:
Example 1: Customer purchases a vehicle from a dealer on Saturday May 22, 2010. The count of days starts with May 22 being the first day (referred to as "upon application" in the statute). 60-days from May 22 is July 20, 2010. This includes weekend days and two holiday days (May 31 and July 4). Since July 20 is a weekday the temporary permit would expire on July 20.
Example 2: Customer purchases a vehicle from a dealer on May 26, 2010. The count of days starts with May 26 being the first day (referred to as "upon application" in the statute). 60-days from May 26 is July 24, 2010. This includes weekend days and two holiday days (May 31 and July 4). Since July 24 is a Saturday the temporary permit cannot expire on a day that the customer is not permitted to complete the registration transaction. The dealer cannot extend the day count so the permit would expire the day prior, on July 23, which is a Friday.
- In no situation is the temporary permit expiration date to exceed sixty days.

CADA Legislative Victories
The 2010 Legislative Session marked another year of success for Colorado’s new franchised automobile dealers. HB 1049, CADA’s franchise legislation, passed out of the Colorado General Assembly with the support of 95 percent of the legislature. Additionally, HB 1049 had 63 co-sponsors, which demonstrates an amazing level of legislative support. This bill was signed into law by Governor Bill Ritter on March 22, 2010 and took effect immediately. Below is a comprehensive summary of the protections for Colorado dealers under HB 1049.

Overall Objective: To teach automotive technicians basic safety for handling hybrid batteries and working with hybrid vehicles.
Target market – Automotive technicians in the western region of the U.S. wishing to train on hybrid vehicles.
Anticipated class size – limited to 12 students per class
Anticipated duration of training – course will run for 40 hours (see dates and times on attached advertisement)
Learning Objectives and Hands on Training Includes:
- Demonstrate safety when dealing with hybrid batteries
- Describe and demonstrate methods of approaching high-voltage systems
- Describe steps to evaluate if vehicle is safe to touch or work on
- Be able to locate high-voltage wires in hybrids and all electric vehicles
- Conversion of hybrid vehicles to longer-range electric vehicles
