SALES/USE TAX RATE/COLLECTION CHANGES EFFECTIVE JULY 1ST, 2010
The Department of Revenue, Division of Taxation has posted the summary of sales/use tax changes effective July 1, 2010.
As a reminder, dealerships should be utilizing a certified, third party tax database in order to be covered under the state hold harmless provisions. While these databases should be updated with the changes highlighted above, dealership title personnel may want to double check deals in these areas on or after July 1st.

RED FLAGS: DEALERS NEED TO BE IN COMPLIANCE, DESPITE LATEST ENFORCEMENT DELAY
While you may have heard that Red Flags was “delayed” again, keep in mind this is an enforcement delay only. Compliance was still required by November 1, 2008. Due to losses and costs you will likely incur if your customer is a victim of ID Theft on a deal at your store, it is in your best interest to have a Red Flags program.

The Rule became effective on January 1, 2008, with full compliance for all covered entities originally required by November 1, 2008. The Commission has issued several Enforcement Policies delaying enforcement of the Rule. Most recently, the Commission announced in October 2009 that at the request of certain Members of Congress, it was delaying enforcement of the Rule until June 1, 2010, to allow Congress time to finalize legislation that would limit the scope of business covered by the Rule. Since then, the Commission has received another request from Members of Congress for another delay in enforcement of the Rule beyond June 1, 2010.
The Commission urges Congress to act quickly to pass legislation that will resolve any questions as to which entities are covered by the Rule and obviate the need for further enforcement delays. If Congress passes legislation limiting the scope of the Red Flags Rule with an effective date earlier than December 31, 2010, the Commission will begin enforcement as of that effective date.
In the interim, FTC staff has continued to provide guidance, both through materials posted on www.ftc.gov/redflagsrule, and in speeches and participation in seminars, conferences and other training events to numerous groups. The FTC also published a compliance guide for business, and created a template that enables low risk entities to create an identity theft program with an easy-to-use online form.

Overall Objective: To teach automotive technicians basic safety for handling hybrid batteries and working with hybrid vehicles.
Target market – Automotive technicians in the western region of the U.S. wishing to train on hybrid vehicles.
Anticipated class size – limited to 12 students per class
Anticipated duration of training – course will run for 40 hours (see dates and times on attached advertisement)
Learning Objectives and Hands on Training Includes:
- Demonstrate safety when dealing with hybrid batteries
- Describe and demonstrate methods of approaching high-voltage systems
- Describe steps to evaluate if vehicle is safe to touch or work on
- Be able to locate high-voltage wires in hybrids and all electric vehicles
- Conversion of hybrid vehicles to longer-range electric vehicles
