EMISSION EXEMPT STICKERS

The Department of Revenue Emissions section recently mailed information to all Colorado franchised dealerships reminding you of certain requirements for Emission Exempt stickers.  These four-year emission exempt stickers are still required in Colorado – and need to be affixed to new cars that will be sold into the emissions program areas.  See the Open Road article below for more information:

FOUR-YEAR EMISSION EXEMPT STICKERS-REMINDER OF REQUIREMENTS

**IMPORTANT NOTE:  Larimer and Weld counties have been added back into the Emissions program area, effective July 1, 2010.  Dealerships selling to consumers who reside in those counties should now be providing Emission Exempt stickers.  Actual testing will be required as of November 1, 2010 in those counties.  More information will be provided as available.

Click here for the updated program procedural requirements on the tracking of these stickers; these have been in place for some time, although this documentation may not have been provided to you if the order process was already established by prior staff. 

As a convenience, CADA also sells Emission Exempt stickers from our office, along with other publications / forms.  To purchase from CADA, Contact George Billings at 303.831.1722 or george.billings@coloradodealers.org

The state has also provided an updated DR 2343 AIR Program Window Sticker Log sheet (Rev. 6/26/2010).   This form can now be completed electronically and printed.

**IMPORTANT NOTE:  The Emissions section has indicated that as long as there is tracking of the Emission sticker number to the particular VIN# to which it was assigned, that is the primary goal.  If there is a way in which this information can be entered and tracked in your DMS system and queried as needed by sticker number or VIN#, that would also suffice. You could also print an inventory report/listing of VIN#’s, and then record the Emission sticker number next to the appropriate VIN, along with the other required information on the DR 2343 log sheet to meet the tracking requirements.

ORDERS FOR NADA TITLES & REGISTRATIONS e-TEXTBOOK

CADA is about to place an order for the CD subscription to the NADA Title and Registration e-Textbook.  Summary information is below.  Since it is middle of the year, and NADA is currently sold out of the hard copy text books, it is currently offered at $122.50 (the regular annual, single subscription price is $175/year). 

  • If you are interested in obtaining a copy now, please send an email to Lauren Stadler at lauren.stadler@coloradodealers.org.  If we have enough participating dealers, we may be able to obtain an additional discount.  Please respond by Friday, July 16th!

Additionally, we may place a bulk order for Colorado dealer members in December of each year for the revised, annual update published at the beginning of each year. 

  • If you are interested in participating in such a bulk order for next year, please provide your name and interest to Lauren.  For now, we are just looking to determine the interest level among our members to determine what discount may be available, and whether this would be worthwhile. Contact:  Lauren Stadler at lauren.stadler@coloradodealers.org.

As one example of how this publication may be helpful, not all states allow the trade-in to be deducted for purposes of sales tax – we have seen dealerships get caught not collecting sales tax on the trade-in when the consumer was moving to another state  (or already resides in another state, as in military or student situations).  Since the lien must still be perfected on a financed deal to protect the dealership, you could get stuck paying these additional taxes.

2010 ELECTION CYCLE REVS UP!

The 2010 election cycle promises to be a very exciting time for the voters of Colorado.  This fall, all of the 65 seats in the Colorado House of Representatives are up for election/re-election, and out of the 35 Senate seats, 19 are up for election/re-election.  Additionally, Coloradoans will have the opportunity to vote for a US Senate seat, 7 Congressional seats, as well as the Governor, Attorney General, Treasurer, and Secretary of State.  As a member of the Colorado Association of Commerce and Industry (CACI), CADA had a seat at the table when CACI conducted its candidate interviews where we collectively interviewed over 53 House and Senate candidates from both the Democratic and Republican parties. 

CADA is in the process of scheduling interviews with several legislative candidates, including several incumbents currently serving in the legislature.  Please watch for future issues of Open Road as we formulate this list of meetings where dealer attendance and participation is key to communicating our core issues, including franchise rights and protections and Sunday Sales, to our elected officials.  If there is a candidate or elected official that you wish to meet with, please contact Melissa Kuipers, Vice President of Government Relations & Communications at 303.457.5115 or melissa.kuipers@coloradodealers.org

ARE YOU PREPARED TO SERVICE HYBRID VEHICLES?

Overall Objective: To teach automotive technicians basic safety for handling hybrid batteries and working with hybrid vehicles. 
Target market – Automotive technicians in the western region of the U.S. wishing to train on hybrid vehicles.
Anticipated class size – limited to 12 students per class
Anticipated duration of training – course will run for 40 hours (see dates and times on attached advertisement)
Learning Objectives and Hands on Training Includes:

  • Demonstrate safety when dealing with hybrid batteries
  • Describe and demonstrate methods of approaching high-voltage systems
  • Describe steps to evaluate if vehicle is safe to touch or work on
  • Be able to locate high-voltage wires in hybrids and all electric vehicles
  • Conversion of hybrid vehicles to longer-range electric vehicles
