COLORADO BUSINESS TAX RETURNS TO BE PROCESSED IN NEW SYSTEM
The Colorado Department of Revenue is implementing the next phase of its new tax accounting system. The department will use the new system to process sales, use and wage withholding tax returns that are due in October. The improved system will allow the department to process and distribute taxes more efficiently and assist businesses better than the current system.
Most businesses will experience little or no change in how they file. Taxpayers who correctly complete returns will see less correspondence and fewer billing notices from the Department of Revenue. However, taxpayers will receive billing notices if their returns contain errors; if a required column is not completed; or if a payment does not match the amount due. Clean, error-free and timely-filed tax returns will reduce the number of letters and bills from the department.
The following changes will occur:
- Existing businesses: tax account numbers will become eight digits. This number will be called the “Colorado Account Number.” For existing account numbers, a zero (0) will be in front of the original seven digits. The department will continue to accept returns with an old account number. Businesses should use the new number format as soon as possible to increase the accuracy of their tax records.
- New businesses to receive eight-digit tax account number. Beginning in October, businesses applying for sales and withholding tax accounts with the Colorado Department of Revenue will automatically receive an eight-digit account number.
- No replacement sales tax licenses will be mailed. Businesses may continue to display their current Colorado sales tax license with the seven-digit number until the licenses expire in December 2011.
- “Spreadsheet filers” (businesses that have multiple locations) have received information from the department about their new filing procedures. They must either file electronically OR file a paper return for each location beginning October 1. The old spreadsheet format will not be accepted. Multiple location filers will receive more information by mail and email in September. Additionally, they will receive September sales tax returns (DR 0100s) in the mail for their locations even if they have not recently filed returns on paper. CADA LEGISLATIVE POLICY COMMITTEE DEALER MEETINGS
The CADA Legislative Policy Committee is scheduling dealer meetings with Colorado state legislators in order to increase awareness and gain support for the many policy issues expected to face auto dealers in the upcoming session of the Colorado General Assembly which convenes January 12, 2011.
Several meetings are planned and you are invited to participate in as many of the meetings as you are able to do.
The primary purpose of this series of brief get-togethers is to foster and advance relationships between CADA member dealers and Colorado’s elected leaders.
The following topics areas are expected to be covered in each session:
- Auto industry issues in general
- Colorado dealer issues in particular
- Proposals to repeal Colorado’s ban on Sunday sales of automobiles
- Growing class action litigation against the auto retail industry
- Trends in auto sales in state and nationally
- Sales tax jurisdictional issues
With the economic challenges faced by the industry today, it is more important than ever that state legislators get the opportunity to hear from you on issues of importance to you and your business.

This fall, Allstate Dealer Services will be rolling into a town near you. They are hosting a hospitality RV at college football games around the country, and you are invited to join them.
