Mr. Roesner received his Masters of Business Administration degree with a concentration in Finance from the University of Arizona. Since joining the Fontana Group in 1990, Mr. Roesner has conducted or participated in hundreds of research and consulting projects primarily related to the automobile industry. He has directed numerous market representation studies assessing the need for and impact of changes to a manufacturer's dealer network. He has also conducted analyses relating to the retail dealer performance in the retail automobile industry, the heavy truck industry, and the motor sports industry. Mr. Roesner is a Certified Management Accountant, and a longtime member of the Institute of Management Accountants, the American Economic Association, and the American Marketing Association. He has provided expert testimony in numerous venues throughout the United States, including testimony before mediation boards, binding arbitration panels, administrative law judges, administrative boards, and in State and Federal courts.



EMISSION EXEMPT STICKER - TITLE / NAME CHANGE

The Colorado Emissions Program has created a new emission exempt sticker that is entitled, "Temporary Emissions Exempt Vehicle" that will replace the current sticker entitled, "Colorado Emission Exempt Vehicle."  Below is a copy of the old and new exempt stickers for your information. 

The change in verbiage was made due to numerous inquiries from customers mistakenly under the impression that their vehicle was exempt from emissions testing for the lifetime of the vehicle.  The Program believes that this change will clarify for consumers that their vehicle is only temporarily exempt from emissions testing. 

It is anticipated that the new exempt stickers will be available for purchase in the July/August timeframe.  Dealers may continue to use and deplete any existing inventory of the old exempt stickers.  Also, if dealers have any of the old exempt stickers affixed to the windshield of vehicles for sale on their lot, they do not need to replace them.

As a reminder, emission exempt stickers must be affixed to any new vehicle that will initially be registered in one of the emissions-program testing areas.  The latest summary from the state lists the following:

Gas vehicle:  If the buyer lives in Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, Jefferson, Larimer, and Weld counties, the dealer is required to affix a TEEV window sticker at the time of sale.
Diesel vehicle:  If the buyer lives in Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, Jefferson, Larimer, Weld, and El Paso* counties, the dealer is required to affix a TEEV window sticker at the time of sale.
*NOTE that El Paso is not within the gas vehicle testing program area, but it is within the diesel area.

SALES / USE TAX CHANGES — JULY 1ST, 2012

The state tax division posts upcoming sales and use tax changes each January 1st and July 1st.  Dealerships should be aware of these changes and be on the lookout to ensure the tax database being utilized reflects these changes.  There may be a time-lag between the effective date and the update of these data sources.  Keep in mind that all state-collected jurisdictions must report and changes are effective on these two dates each year.  However, home-rule, self-collected jurisdictions can change at any time, and while many still adhere to these timeframes and report to the state, their changes do not always coincide or show up in this list.
