TITLE PROCESSING: DENVER OFFERING DEDICATED DEALER DESKS AT NE AND SW BRANCHES

As a result of this most re-cent trial, the feedback from the May dealer survey and to provide a level of consistency with other metro counties, we are pleased to announce effective Monday, August 6, 2012 we will be offering the dedicated dealer desks on an ongoing basis at the NE and SW branches, with the ability to process five transactions each day. The desk will be open daily from 9:00 a.m.- 3:-00 p.m., with the exception of the first and last busi-ness day of each month and the first working day following each holiday.

The Welton and NW offices will remain business as usual, meaning no dedicated line and hours from 9:00 a.m. - 3:00 p.m. with the ability to process five transac-tions each day. Keep in mind that a Dealer will be in queue behind any other customers who arrived prior to 9:00 a.m. Consistent with NE and SW, no transac-tions are permitted the first and last business day of each month and the first working day following each holiday.

As mentioned previously, we would appreciate the opportunity to process your paperwork via the drop-off or mail-in options whenever possible. ***Our process-ing time is currently 14 business days, with a goal of 7 business days by January 2013.***

RIGHT TO REPAIR IN MASSACHUSETTS
NADA 60-second Email, August 3, 2012

Earlier this week, a compromise was reached over so-called “right to repair” legislation in Massachusetts. The Massachusetts State Automobile Dealers Association (MSADA), the Alliance of Automobile Manufacturers, Global Automakers and the Coalition for Automobile Repair Equality (CARE) endorsed language that was adopted by the Massachusetts legislature. This agreement seeks to head off a difficult and costly fight over a pending question that will appear on the state ballot in November. Massachusetts Gov. Deval Patrick (D) has said in the past that he would sign so-called “right to repair” legislation and has until August 11, 2012 to act.

Despite the likely enactment of the compromise legislation, the initiative will still have to go to the voters as the deadline for removing the question from the November ballot has passed. Once the bill is signed by the Governor, manufacturers and “right to repair” proponents will fund a campaign to urge voters to vote NO on the ballot question.

Massachusetts has been the primary battleground over the so-called “right to repair” issue for over six years. Once the proponents certified the ballot question, leverage on the issue shifted dramatically. The Massachusetts dealers made the best of a very difficult situation. During the past two weeks, the discussions among all parties were contentious, particularly between dealers and automakers. NADA provided assistance to MSADA during this process.

The results in Massachusetts will not end this national policy fight, because significant, dealer-specific issues remain which directly threaten the intrinsic value of the franchise system. Therefore, we expect this item to be a topic at the ATAE Legislative Conference in October.

While NADA does not “lobby” on state issues, the national association still opposes the basic premise of the so-called “right to repair” concept and will continue to assist ATAEs in their efforts to respond to any additional “right to repair” threats that may surface. Similarly, NADA will continue to contest related issues at the federal level.
