FTC ELIMINATES DEALER, OEM LABEL BURDEN
NADA 60-second Email, 4/23/2013

Effective May 31, the FTC will no longer require a special label for new alternative-fueled vehicles (AFVs). NADA Regulatory Affairs had strongly advocated for this change, arguing that alternative-fuel information on the FTC label duplicated that found on EPA’s revised fuel economy label. The FTC also has eliminated its AFV label mandate for used vehicles, agreeing with NADA that such labels were of limited usefulness for consumers yet imposed undue regulatory burdens on dealerships. COLORADO FMLA BILL PASSES COLORADO LEGISLATURE

MSEC has been tracking the progress of Colorado House Bill 13-1222, known as the “Family Care Act.” This bill will expand the group of family members that employees can take family and medical leave to care for. You may recall that this bill was amended significantly mid-March due to opposition from business groups. As originally drafted, the bill would have guaranteed 12 weeks of job-protected leave for employees to care for their grandparents, in-laws, adult children, uncles, cousins, and civil-union partners or domestic partners who have a serious health condition. As amended, the bill only includes civil-union partners and domestic partners. Domestic partners are recognized in Denver and Boulder, and civil unions will be recognized statewide beginning May 1 based on recently passed legislation.

The amended version of the bill has passed both the Colorado House and Senate and will be sent to the governor for his signature. If signed, the bill is set to go into effect 90 days after the end of the legislative session. Assuming the session ends as scheduled on May 8, 2013, the effective date will be August 7, 2013. If, however, a referendum petition is filed against the Act or a section of the Act, the Act or that section will not take effect unless approved by voters in the November 2014 general election.
