AUTO INDUSTRY NEWS AT A GLANCE

Listed here are several articles pertaining to the auto industry in general that appeared recently in newspapers and other media outlets across the nation.

…more news articles are included at the end of this issue.

VEHICLE SALES AND TITLING GUIDELINES FOR THE VICTIM ADDRESS CONFIDENTIALITY PROGRAM (ACP)
Dealers Do NOT Collect Sales Tax When Proper Authorization Is Presented

The Victim Address Confidentiality Program (ACP) was established to help protect victims of domestic violence, sexual offenses, or stalking. It designates a substitute address in order for the victim’s actual address to remain confidential. Participants in the program are issued an “ACP Authorization Card” from the Department of Personnel showing the substitute address. Typically, their driver’s licenses or ID cards show the ACP address as well: 1001 East 62nd Avenue, Apt. #XXXX Denver, CO 80216

It is important that vehicle sales tax is calculated based on a physical address and not on the ACP address.  ACP participants are not required to disclose their physical address to dealers, which makes it impossible for dealers to collect the correct sales tax. Therefore, dealers should not collect sales tax from ACP participants. This will be done at the County DMVs.  CLICK HERE for the established State Title and Registration Section guidelines for maintaining ACP participant address confidentiality during the sale, titling, and registering process of a vehicle.

DEALER’S RESPONSIBILITY

  • Use only the address on the buyers ACP Authorization Card on all documentation.
  • Do not collect sales tax. Tax will be collected from the ACP participant by the County DMV.
  • Obtain physical county of residence and contact information, such as phone # from ACP participant.
  • Forward dealer paperwork to the DMV in the buyer’s County of residence, noting the buyer’s ACP participation and contact information.

An illustration of the ACP card is below, as shown on the ACP web site at www.acp.colorado.gov

KPA ANNOUNCES NEW ENVIRONMENTAL & SAFETY RISK ASSESSMENT, A COMPLIMENTARY TOOL USED TO REDUCE RISK

KPA announces a complimentary Environmental & Safety Risk Assessment, allowing managers to efficiently track and adhere to Federal and State Regulations and management practices. This tool is available to any dealership!

In response to increased regulatory inspections, compliance fines, and heightened injuries in the automotive industry, KPA has created the Environmental & Safety Risk Assessment. The customized, complimentary assessment provides dealers and collision centers with a method to manage the Environment and Safety liabilities of their operations. There are many requirements set by state and federal regulatory agencies including OSHA, EPA and DOT, as well as best management practices that can be implemented to reduce risk and injury of employees. This program is designed to assess company liabilities, allowing mangers to then implement solutions on their own.

“Top violations in the auto industry are typically issued for missing or inadequate training and written programs, and many managers are unaware that they are not in compliance. The Environmental & Safety Risk Assessment provides managers with easy and efficient methods to stay in compliance and reduce their overall level of risk,”
--Peter Zaidel, KPA Environment & Safety Product Director

The Environmental & Safety Risk Assessment manages compliance through a series of options and steps:

  1. Directs managers to easily determine which action items and requirements apply to their facility or dealership.
  2. Defines the responsibilities for each action item.
  3. Provides resources to complete each requirement.
  4. Provides a personalized to do list of how to keep individual departments safe and compliant.
  5. Checks off completed action items and requirements.
  6. Highlights outstanding action items and requirements.
  7. Start and stop this assessment as necessary.

About KPA

KPA provides consulting services and software for three industry-specific product lines: Environment & Safety, HR Management, and Internet Marketing. KPA joined the Inc. 500/5000 list of fastest growing companies in 2012. For more information, visit www.kpaonline.com.
