REMINDER OF STATE $2.00 DAILY FEE ON VEHICLE RENTALS

Since mid-2009, the state of Colorado has imposed a $2.00 daily fee on vehicle rentals.  The guidance publication at that time noted that rentals were exempt if “complimentary’.  Subsequently, the question was asked whether this daily fee would apply when the dealer is being reimbursed by the manufacturer or other warranty provider for a daily rental charge.  The answer from the state Department of Revenue was YES – the $2.00 daily fee applies when there is a charge levied for the daily rental even if it is not the end-consumer that pays the daily rental car charge.

On January 2, 2015, several changes to the emission inspection program for gasoline-powered vehicles go into effect.  Click here to review the article in last week’s issue. 

Additional clarifications:

  • The emission exempt sticker does not change; dealers will continue to use the same stickers.
  • Note that fees for inspections and/or vouchers remain the same.
  • The diesel testing program is not affected – the exemption period for diesel will remain at four years.  As a reminder, the diesel and gas testing programs have slightly different boundaries:

Program Area Boundaries

The boundaries have not changed – but to re-cap, below is the summary information on the Gas and Diesel program area from the state DMV emissions department:

Gas Emissions Program:  The full counties of Boulder, Broomfield, Denver, Douglas and Jefferson and portions of Adams, Arapahoe, Larimer, and Weld counties require a passing emission test to register a vehicle. Click here for the Gas Program Area Map

Diesel Emissions Program:  The full counties of Boulder, Broomfield, Denver, Douglas and Jefferson, and portions of Adams, Arapahoe, Larimer, Weld, and El Paso counties require a passing emission test to register a vehicle.

Statement from Emissions department:  “The primary differences for the diesel program are the addition of El Paso County and that in Weld County diesel is primarily within the corporate boundaries of Greeley, Evans, LaSalle, and Garden City plus some additional boundaries.”

BACK AND MATERIALS HANDLING

Strains due to lifting are one of the most frequent causes of injury for Pinnacol policyholders. Sixty percent of these claims involve the lower back and shoulder. Traditional approaches to controlling back injuries, such as proper lifting training and stretching programs, have not been successful
in reducing injuries. In this class, participants will learn the most effective strategies for reducing the frequency and severity of back injury claims. This class is designed for policyholders in “fixed industrial settings” such as manufacturing, warehousing and food processing.

  • The most high-risk job tasks for back and shoulder injuries

  • Ergonomic design principles for manual material handling
  • An evaluation of the seven common lifting techniques

  • An assessment tool to evaluate the recommended weight limits for lifting tasks

Is This Product Safe to Use?

How to Best Avoid DOT and FAA Fines

Evaluating the safety and environmental impacts of chemical products before introducing them to the shop.

Think about the last time you had a vendor trying to get you to buy their chemical products for use in your shop. They probably talked about how their products are the latest and greatest. They demonstrated its use and you say to yourself, “Wow! This stuff is great!” Well this might be a great product, but did you have a conversation about the safety of the product? Is this product safe for my employees to use? Are there respiratory considerations? What kind of personal protective equipment is needed for this product? 

What about the environmental impacts? How should I store this product? How do I dispose of any leftover waste? Is it hazardous according to the EPA?

In this webinar Certified Hazardous Materials Manager Zach Pucillo will show you how to evaluate a product before you introduce it to the shop environment and to the employees who will be exposed to it. Zach will discuss how the following items must be taken into consideration before purchasing a product:

NADA SUPPORTS BIPARTISAN EFFORT TO REFORM CFPB AUTO LENDING GUIDANCE
  
NADA is urging Congress to pass HR 5403, a bipartisan bill that nullifies the Consumer Financial Protection Bureau's (CFPB) flawed guidance on auto lending and requires more transparency and accountability from the agency on future guidance.

The new bill, "Reforming CFPB Indirect Auto Financing Guidance Act," would allow the agency to reissue its guidance under a more transparent process.

As previously reported by NADA, in March 2013, the CFPB issued guidance that threatens to eliminate the flexibility of new-car dealerships to discount the interest rate offered to consumers to finance vehicle purchases. The CFPB claims that negotiated interest rates between dealers and their customers create a significant risk of unintentional "disparate impact" discrimination. However, there are a variety of legitimate business-related factors that can affect finance rates, such as beating a competing rate.

"HR 5403 is needed because it requires the CFPB to follow a transparent process when issuing auto finance guidance," said NADA Chairman Forrest McConnell. "The bill would rescind the 2013 auto finance guidance and require public participation for future guidance before it is issued."

NADA urges dealers to contact their House members today to co-sponsor HR 5403.

    Executives in the auto, restaurant and tourism sectors in Colorado and nearby states reported "a slight decline" in sales in October and November from previous months, but overall consumer spending in the region "increased at a modest pace" over the period, the U.S. Federal Reserve reports in its latest regional "Beige Book" survey.
