Titles and Registration Department Bulletin

The Title and Registration Section has been working with the Michigan Department of State concerning the ‘For Dealer Use Only’ section on the Michigan Certificate of Title.

It has been determined that because Colorado allows dealer reassignments on a title, the ‘Reassignment by Michigan Dealer’ statement on a Michigan title does not hinder dealers from using the Reassignment by Michigan Dealer area on the title.

“If allowed by their home state, out-of-state dealers may use the reassignments on Michigan titles. If an out-of-state dealer sells a vehicle with a Michigan title to a Michigan resident, the sale must take place in the dealer’s home state.”

Effective immediately, Colorado dealers may reassign ownership of a vehicle on a Michigan Certificate of Title, even though Michigan Titles state that only Michigan dealers can reassign ownership of the vehicle.

MOTOR VEHICLE DEALER BOARD / AUTO INDUSTRY DIVISION UPDATES

Standard disclosure form (DR2434) revision coming soon.

After numerous stakeholder meetings and formal rule promulgation
by the Motor Vehicle Dealer Board, new rules have been
adopted and set to take effect August 14th covering the standard
disclosures required on all retail vehicle sales.

The specific, revised form and requirements under these new rules
still need to be finalized and approved by the dealer board. Once released,
it is expected there will be at least a ninety day period to allow dealers to
transition to the new form. Dealers are advised to begin allowing inventory levels
of this form to deplete in advance of the change. A summary of the requirements
and the final form will be provided as soon they are approved.

Auto Industry Division: New licensing computer system
conversion set for Sept. 3rd/4th.

The Auto Industry Division has been working for several years to
carefully plan and prepare for a transition to a new, more robust
dealer / salesperson licensing and tracking system. The Division
anticipates this conversion happening in about six weeks. The existing
licensing system is expected to be unavailable on Thursday/Friday
Sept. 3rd/4th, so dealers should plan accordingly.

A sales rep drove a high-end demo home. That evening, she took friends out for dinner and drinks. On the way home, she caused an accident that resulted in two serious injuries, and the death of a single mother of three.
