NEW TEMPORARY PERMIT PROCESS COMING TO COLORADO – JULY

Synopsis of new temp tag solution:
The Department of Revenue (“Department”), Titles and Registration section is working with the state-selected provider, Fairfax Imaging, which will provide a web-based mechanism for dealers to print temporary permits at the store.

  1. New frame / mounting board:  A laminated, cardboard-based holder with a thin film that folds down on top of the ‘permit,’ this holder will now need to be affixed directly to a vehicle's rear license plate holder.  It will no longer be allowed to affix to the inside window.  Note the mounting board/holder includes the color top border; dealers will not need to print in color.

    The permit holders produced by CCI are currently available through CADA (order form included on the full alert available above).

  2. Vehicle-specific information will print on regular 8.5x11 paper.  Dealerships will no longer need to purchase temporary permits on secured paper from the counties, but will print the required data-fields onto regular 8.5x11 paper (black & white)—this sheet will be folded and inserted into the new holder/mounting board.   

Training will be provided by Fairfax Imaging in June:
Full implementation is targeted for July 1st, 2016.  Dealers will be able to move onto the new system as soon as they have completed training in June.  The key details relating to the new online process will be provided at these training sessions. 

  • Registration and training details are available directly through the Department of Revenue.  Click here for details and a registration link for in-person training classes.

  • NOTE:  there will be online/video, but it is not yet available.  The state has not yet provided a specific timeframe for release of the online training, but it should be available soon.

STATE IDS TAX LOOKUP – STILL AVAILABLE - NEW URL

The Department of Revenue Integrated Data System (IDS) – sales tax lookup (Locator Address Tax Records (LATR)) is still accessible – the link was changed so that the first part is “https” instead of “http”:

The URL is now: https://ids.dor.state.co.us/

This site is not ‘certified’, does not have use tax rates, and is more limited and difficult to match addresses; however, it is recommended as a backup / secondary source of information. Keep in mind that most counties still rely on the state IDS (Integrated Data System) and/or a combination of their own, internal tax “locator files” that are the source for IDS and other providers. It is still advised that dealerships retain access to and check both IDS and one of the certified databases (PB/Group1, www.geotax.com) when possible to identify potential tax discrepancies upfront.

A dealership provided a demo vehicle to a new salesman on his first day of work. That night, the new employee took three friends for a ride in the car, and wound up getting into a single-car accident. One passenger lost sight in both eyes. The driver was cited for driving under the influence. Had the dealership run a motor vehicle record (MVR) on the employee before giving him the car, they would have discovered multiple traffic citations over a three-year period. CLAIM AMOUNT: $1 million

What policies are in place to help prevent this from happening at your dealership? Do you know who’s driving your vehicles? Federated recommends several best practices to help protect your business and manage risks; for example,

  • obtain MVRs on prospective employees who may drive company or customer vehicles
  • implement a procedure for checking MVRs on a regular basis for all employees who 
have access to company vehicles


(Be sure to seek legal advice to make sure your use of MVRs meets your state’s employment regulations.)
