COLORADO AUTO OUTLOOK: FOURTH QUARTER REPORT AVAILABLE

The Colorado Auto Outlook is filled with valuable, objective information on the state's new retail automotive market that can't be found anywhere else. This newsletter has been mailed to CADA members, or you can CLICK HERE to download a copy. Listed here are a few highlights from the fourth quarter of 2008:

  • New retail car and light truck registrations are predicted to decrease 2.7 percent in 2008, compared to the same period in 2007. There is a strong belief that the automotive market will take off by 2010. After several years of sluggish sales, replacement demand will give the market a big boost.
  • The market declined 6.2 percent for the year. A larger decline than was predicted at the beginning of the year. While the list of negative forces impacting the Colorado market may be long, there are several reasons why the market is not headed for collapse. The strongest being consumer affordability for new vehicles remains at very respectable levels.

  • GM to develop electric, hybrids faster
    The Detroit News,  Jan. 25
    General Motors Corp. has formed a new global engineering group to speed up development of electric and hybrid vehicles and get them to market more quickly, the company said Thursday.

  • Scenes from the Auto Show Charity Preview

    The rock band Barenaked Ladies kicked off the annual NAIAS Charity Preview on Friday night, with a ribbon cutting ceremony attended by governor Jennifer Granholm. See and hear sights and sounds from an evening that raised over six million dollars for charity.

  • Auto show features cars from movies

    An exact replica of the Mach 5 from the upcoming movie ‘Speed Racer’ is at the North American International Auto Show this year along with the 2008 Ford Mustang Bullitt. The 2008 Ford Mustang Bullitt is a modern-day version of the 1968 mustang that appeared in Bullitt, a 1968 movie starring Steve McQueen.

  • GM, Ford tout hybrids at D.C. show
    The Detroit News,  Jan. 22
    Automakers move their green parade to the Washington Auto Show today, where they will tout the sale of hybrid buses and improvements in the efficiency of some SUVs.

  • Ultra-high performance models punctuate a quieter, greener Detroit show
    The Detroit News,  Jan. 22
    This may not go down as one of Detroit's most memorable auto shows but it did have its telling moments.

CADA IS MONITORING SEVERAL BILLS ON BEHALF OF AUTO DEALERS

REPEAL OF BLUE LAWS
The repeal of blue laws takes on a whole new dynamic this year. Three years after hundreds of liquor store owners descended on the State Capitol to help kill a bill to allow consumers in our state to purchase alcohol on Sunday, the group is now supporting the measure.

The change in philosophy from the big liquor stores and small, family-owned liquor stores comes at a time when Colorado's grocery stores are pushing state lawmakers to allow them to sell beer and wine. The liquor stores have banded together to fight that proposal, saying it would harm hundreds of small businesses and put thousands of people out of work.

Colorado is one of 16 states in the country that currently prohibits alcohol sales on Sundays.  It’s an argument of convenience for the consumer.  A coalition of 20 of the largest liquor stores in the state and the Colorado Licensed Beverage Association representing the smaller stores have created a coalition to pass the Sunday sales bill, but kill grocery store sales. 

Your CADA lobbyist has spoken with the sponsor of this bill, Senator Veiga, to assure a tight title, meaning that auto dealers will not get brought into this legislation at anytime.  Senator Veiga has agreed to a tight bill title and we have vowed to stay out of this fight.  We are however, continuing to monitor the bill during the session.

ADDITIONAL LEGISLATION
CADA’s lobbyists are also monitoring the creation of the governor’s energy office, limits on special license plates, bills that concern new energy technologies, hazardous waste statute revisions and air quality bills.

PUC APPOINTEE  
Gov. Bill Ritter has appointed a high-profile environmentalist to the Public Utilities Commission. Matt Baker is the executive director of Environment Colorado and helped draft a voter-approved measure requiring utilities to get part of their energy from renewable sources. Baker will plan to serve a four-year term on the PUC, which regulates Colorado's investor-owned gas, electric and telecommunications utilities, railroads and truck lines.

TITLE PROCESSING: UPDATED DR2395 - APPLICATION FOR TITLE/VIN VERIFICATION FORM

The Department of Revenue – Titles and Registration Division has announced a revised DR 2395 form.   

DR 2395
Verification of Vehicle Identification Number/Title Application (Verification of Vehicle Identification Number, Colorado Dealers Statement, Title Application) (Rev. 11/30/07)

The Verification of Vehicle Identification Number is used whenever an out of state title or MSO is surrendered to Colorado. This form is also used to make corrections to the Vin, year, make, body style or fuel. The Colorado Dealers Statement is required from the first Colorado dealer to transfer ownership on an out of state title or MSO. The Title Application is used when applying for title to a vehicle to provide information on the vehicle, the owner, and the lienholder, if any.

CLICK HERE for a copy of the revised form (revision date 11/30/07). The state has indicated that dealerships have ninety days from the date the revised form was officially announced in order to deplete existing inventories. 

  •  The cut-off date to begin using this new form is April 3, 2008. 

The following changes were indicated to have been made to this form:

  • The addition of the Printed Name of the individual providing Secure and Verifiable Identification on the Title Application portion
    • NOTE:  Either the dealer or customer can sign the document, however, the printed name is the customer’s name as it appears on his/her secure and verifiable I.D. which can be entered by the dealership.
  • Removal of the Alteration Statement from the Title Application portion
  • Removal of the penalty of perjury from the Title Application portion 
  • Inclusion of the Alteration Statement on the VIN Verification portion of the DR 2395.
