UPDATE ON HILL HAPPENINGS
With three more months to go, the state legislative session is in full swing, Listed here are just a few items happening on the hill in Denver:
New Assistant Majority Leader
House Democrats elected Rep. Terrance Carroll (D-Denver) as our new Assistant Majority Leader. Rep. Carroll was appointed to the House in 2003 and elected in 2004 and 2006.
New Energy Economy
Colorado’s new-energy economy may get a boost from three bills making their way through the House this week:
- House Bill 1160, sponsored by Rep. Judy Solano (D-Brighton), would require utility companies to compensate customers who produce more energy than they consume.
- House Bill 1107, sponsored by Rep. Claire Levy (D-Boulder), would direct cooperative electric associations and municipal utilities to invest in conservation and energy-efficiency programs. HB 1107 cleared the House Transportation and Energy Committee and goes to the Appropriations Committee of the House.
- Another renewable-energy proposal is scheduled for a Feb. 7 hearing in the House Transportation and Energy Committee. Rep. Solano’s House Bill 1164 would encourage utilities to exceed minimum renewable-resource standards and promote large-scale solar power.
Healthcare Moves Forward
Under Senate Bill 06-208, Democratic and Republican legislative leaders teamed to form a bipartisan Blue Ribbon Commission for Health Care Reform. The commission’s 27 members were to find ways to expand health-care coverage and lower health-care costs. Last week the final report was delivered. Lawmakers will begin to analyze and act on the commission’s recommendations.
Transportation Issues
Last year, Gov. Ritter asked a Transportation Finance and Implementation Panel to develop funding options for Colorado’s transportation system. The panel delivered
a formal report in January. The House and Senate Transportation Committees will be briefed on the report within the next few weeks.

HERE'S TO YOU: FOR ONCE, REFORM OF STATE LIQUOR LAWS
NOT A PIPEDREAM
Rocky Mountain News, Jan. 30
Consumers may be tempted to hit the hard stuff these days, given recent economic news. But two proposals before the legislature would be cause to raise a glass in celebration, should either become law.
Senate Bill 82, by Sen. Jennifer Veiga, D-Denver, has the better chance to pass. It would end the state's Sunday ban on retail alcohol sales. That's news because, unlike earlier attempts to scrap these blue laws, large retailers and independent liquor stores are on board.

REMINDER: OFF-SITE SALES PERMITS
At last month’s Motor Vehicle Dealer Board (MVDB) regular meeting, the topic of off-site permits was discussed. It appears there may have been some confusion recently, but the board and Auto Industry Division re-affirmed that off-site permits are actively being enforced and are still required; no changes have been made to these requirements.
The off-site permit application can be obtained from the Auto Industry Division web site at the following: http://www.revenue.state.co.us/dlr/pdfs/Dr2043.pdf
Note that the relevant statute states that the request for an off-site permit must be obtained PRIOR to the event; ensure applications are turned in prior to the start of any event:
REGULATION 12-6-102 (16).
- A motor vehicle dealer or used motor vehicle dealer shall obtain an off-premise permit to offer, display, and sell motor vehicles away from the dealer’s place of business. A request for an off-premise permit shall be made in writing prior to the event and shall list the location and the date(s)
of the sale. The permit shall be posted for inspection at the sale.
- No off-premise sale shall exceed six days except for the National Western Stock Show, the Colorado State Fair, and the Metro Denver Auto Dealers Association annual Denver Auto Show, which shall not exceed twenty days. Consecutive permits for the same location are not allowed.
