TITLE PROCESSING UPDATE: OUT OF STATE TITLE PROCESSING CHANGE

Key highlights from DOR memo, November 30, 2009:

As of January 1, 2010, all states are required to come into compliance with federal laws regarding National Motor Vehicle Title Information System (NMVTIS) and the following requirements must be implemented:

  • In electronic format, at a frequency of once every 24 hours, titling information for all automobiles maintained by the state must be submitted to NMVTIS.
  • Establish a practice of performing a title verification check through NMVTIS before issuing a certificate of title to an individual or entity claiming to have purchased an automobile from an individual or entity in another state or in cases of title transfers.

In order to comply with new federal requirements, the following changes will be made to CSTARS effective January 1, 2010:

  • The ability to print an over the counter title will be disabled for all surrendered out-of-state titles. These will all be printed at the state.

We anticipate an increased delay in processing, verifying and printing titles for out of state surrendered titles.

THIRD PARTY TAX JURISDICTION DATABASE: PROXIX SOLUTIONS TERMINATING SERVICE

CADA has learned that one of the state-certified, third party tax jurisdiction-by-address providers will no longer be available as of January 1, 2010.  That leaves Pitney Bowes Group 1 Software as the only certified option.  Previously, Proxix had been charging for their service, while Group 1 does not charge, so most retail dealers were already utilizing Group1/Pitney Bowes.  In general, most dealerships, and also state personnel have acknowledged that Group1 is more readily available and more accurate, but that many counties still must rely on IDS and their own ‘locator’ files as available through the state titling/registration systems:

Below is the state site listing more information on these options (Proxix is still listed at this time):

http://www.cadaopenroad.org/enewsletter/enews_010908/REDarrow.jpgCLICK HERE  for the links to vendors providing Colorado Local Taxes by Address.

Group 1 (a Pitney Bowes Company) – Group 1’s solution is currently offered at no cost. They were previously contracted several years ago to provide their tax jurisdiction database technology to the state’s new title/registration system.  However, after that project ended, it remains uncertain what company’s technology will be utilized in future computer systems.

You can register to begin using Group 1’s solution at the following:
http://taxco.g1.com/COTaxLookup/CentrusDemo.aspx

Reminder about IDS / State System
Keep in mind that most counties still rely on the state IDS (Integrated Data System) and/or a combination of their own, internal tax “locator files”.   It is still advised that dealerships retain access to and check both IDS and Group1 when possible to identify potential tax discrepancies before sending title paperwork.   Visit the link below for more information—and please be sure to report any discrepancies between IDS and Group 1 to CADA.

DOR Memo, Dec. 31, 2008, IDS Locator Address Tax Records System
***IDS (INTEGRATED DATA SYSTEM) LOCATOR ADDRESS TAX RECORDS (LATR) ***
The program appears in the drop down menu after you sign into IDS at http://ids.dor.state.co.us the title of this item is Locator Address Tax Records (LATR). To register for the IDS program, use the web site at: http://ids.dor.state.co.us  and sign up using the “New User” IDS Link.

PLEASE JOIN CADA IN SHOWING YOUR SUPPORT FOR SEN. CHRIS ROMER AND REP. JOE RICE

Over the next two weeks, CADA will host a fundraiser for Sen. Chris Romer (D-Denver) and a fundraiser for Rep. Joe Rice (D-Littleton).  Sen. Romer and Rep. Rice were the prime sponsors of SB 91, CADA’s expansive franchise bill that passed through the legislature during the 2009 Legislative session and was signed into law by Governor Ritter shortly thereafter.  As our bill sponsors, Sen. Romer and Rep. Rice fought for dealers both in committee hearings and on the floor of the Senate and the House of Representatives.  Additionally, both legislators fought hard to keep unfriendly amendments to open up dealers on Sunday off of the bill.

In addition to their extraordinary work during the 2009 Session on the dealer franchise act, Sen. Romer and Rep. Rice have agreed to carry another dealer bill during the 2010 legislative session.  This legislation will assist dealers that were terminated during the GM and Chrysler bankruptcies.  This bill will be another incredibly meaningful piece of legislation for the dealer body and we are exceedingly appreciative of the commitment that Sen. Romer and Rep. Rice have made to the members of CADA and the communities and consumers that you serve. Please join us in supporting these great legislators and staunch supporters of dealer issues.

Event Details
:

The fundraiser for Rep. Joe Rice will be on Tuesday, December 8th from 5:00p.m. – 6:30p.m.

The fundraiser for Sen. Chris Romer will be on Wednesday, December 16th from 5:00p.m. – 7:00p.m.

These events will be held at the William D. Barrow Building, CADA Headquarters.  CADA suggests that dealers contribute $200 each to Sen. Romer and Rep. Rice

If you can’t attend, please consider mailing a check to CADA (290 E. Speer Blvd, Denver, 80203, Attn: Melissa Kuipers) ahead of the events so we can present your contributions to Rep. Rice and Sen. Romer on the evening of their events.

We know Sen. Romer and Rep. Rice will be extremely appreciative of your support. The staff at CADA greatly appreciates all the support we receive from our dealer members.  Thank you!
