TITLE PROCESSING UPDATE: OUT OF STATE TITLE PROCESSING CHANGE Key highlights from DOR memo, November 30, 2009: As of January 1, 2010, all states are required to come into compliance with federal laws regarding National Motor Vehicle Title Information System (NMVTIS) and the following requirements must be implemented:

We anticipate an increased delay in processing, verifying and printing titles for out of state surrendered titles. View the complete memo below; * * * * * * * * THIRD PARTY TAX JURISDICTION DATABASE: PROXIX SOLUTIONS TERMINATING SERVICE CADA has learned that one of the state-certified, third party tax jurisdiction-by-address providers will no longer be available as of January 1, 2010. That leaves Pitney Bowes Group 1 Software as the only certified option. Previously, Proxix had been charging for their service, while Group 1 does not charge, so most retail dealers were already utilizing Group1/Pitney Bowes. In general, most dealerships, and also state personnel have acknowledged that Group1 is more readily available and more accurate, but that many counties still must rely on IDS and their own ‘locator’ files as available through the state titling/registration systems: Below is the state site listing more information on these options (Proxix is still listed at this time):
Group 1 (a Pitney Bowes Company) – Group 1’s solution is currently offered at no cost. They were previously contracted several years ago to provide their tax jurisdiction database technology to the state’s new title/registration system. However, after that project ended, it remains uncertain what company’s technology will be utilized in future computer systems. JOE RICE Over the next two weeks, CADA will host a fundraiser for Sen. Chris Romer (D-Denver) and a fundraiser for Rep. Joe Rice (D-Littleton). Sen. Romer and Rep. Rice were the prime sponsors of SB 91, CADA’s expansive franchise bill that passed through the legislature during the 2009 Legislative session and was signed into law by Governor Ritter shortly thereafter. As our bill sponsors, Sen. Romer and Rep. Rice fought for dealers both in committee hearings and on the floor of the Senate and the House of Representatives. Additionally, both legislators fought hard to keep unfriendly amendments to open up dealers on Sunday off of the bill. In addition to their extraordinary work during the 2009 Session on the dealer franchise act, Sen. Romer and Rep. Rice have agreed to carry another dealer bill during the 2010 legislative session. This legislation will assist dealers that were terminated during the GM and Chrysler bankruptcies. This bill will be another incredibly meaningful piece of legislation for the dealer body and we are exceedingly appreciative of the commitment that Sen. Romer and Rep. Rice have made to the members of CADA and the communities and consumers that you serve.Please join us in supporting these great legislators and staunch supporters of dealer issues. The fundraiser for Rep. Joe Rice will be on Tuesday, December 8th from 5:00p.m. – 6:30p.m. The fundraiser for Sen. Chris Romer will be on Wednesday, December 16th from 5:00p.m. – 7:00p.m.
