COLORADO TO JOIN CALIFORNIA EMISSIONS
RACE
Colorado
lawmakers have been debating
whether to join California and
11 other states in proposing
lower emissions standards.

Rep.
Jack Pommer (D-Boulder) has
asked fellow lawmakers to
support his proposal to make
Colorado a greener state by
requiring auto manufacturers to
deliver lower emission
vehicles.
Opponents such as Rep. David
Balmer (R-Centennial) criticize
the bill, as it will likely
result increased costs being
passed on to consumers.
With
many families struggling to cope
with higher gas prices, the added
burden of higher priced vehicles
will result in a greater
widespread hardship to many
Coloradans.
In the meantime, federal
legislation is being enacted
that may preempt state
legislation.

DENVER - Coloradans should have an easier time obtaining a driver's license or state-issued identification card, but only if they remember to bring the right documents when they apply, a top state official said.
Roxy Huber, the new executive director of the Colorado Department of Revenue under Democratic Gov. Bill Ritter, said the state's new document rules that will go into effect Aug. 1 are designed to make it easier to obtain a driver's license or ID than it was under the previous administration.

DENVER
- Even with the alternative-fuel car market in a relatively embryonic stage, 16
percent of Colorado’s state vehicle fleet runs on something other than straight
gasoline.
That number is expected to skyrocket as Gov. Bill Ritter launches an ambitious
program to reduce petroleum usage in state vehicles by 25 percent by June 2012.
State officials are looking at a lot of options, including a reduction in
vehicle numbers, limits on miles driven and an incentive program to get state
employees to take mass transit to work.

of federal
requirements under the FTC Used
Car Rule for transactions
conducted in Spanish, excerpted
from the
October, 2006 CADA Bulletin:
Important Reminder about the FTC
Used Car Rule:
The Federal Trade Commission’s
Used Car Rule requires dealers
to affix a properly completed
Buyers Guide window form to used
vehicles and to
cross-reference the window form
in
the consumer sales contracts.
The cross-reference must read:
“The information you see on
the window form for this vehicle
is part of this contract.
Information on the window form
overrides
any contrary
provisions in the contract of
sale.”
Additionally, when dealers
conduct a used vehicle sale in
Spanish, the window form
and the cross reference to it in
the sales contract must also be
in Spanish.
The following illustration
appears in the FTC guide:

You are a dealer who makes a
substantial number, but
not
a majority, of your sales to
Spanish speaking customers.
Your staff is trained
to conduct
sales in both Spanish and
English. Should you display both
a Spanish
and English version of
the Buyers Guide on all your
vehicles?
Yes.
To ensure your compliance with
the Rule, it is a good idea to
post both versions
of the Buyers
Guide if you expect that
a sale could be conducted in
either Spanish or English. A
Spanish language Buyers Guide
must be posted on a used vehicle
before you begin to discuss, in
Spanish, that vehicle with a
customer. Therefore, as a
practical way to ensure
compliance, you should post both
English and Spanish Buyers
Guides
if you make a large
number of sales
