SAYS 2007 SALES FORECAST STILL ON TRACK
TO BEST GM'S 2006 RESULTS

TOKYO -- Toyota reaffirmed today its global sales target of 9.34 million vehicles for this year despite worries about plant closures and a sluggish market in Japan.
Toyota Motor Corp., which outpaced General Motors Corp. in global vehicle sales in the first half of the year for the first time ever, set the full-year target late last year. The target is up 6 percent from the 8.8 million vehicles it sold worldwide in 2006.
GM has been the auto industry's top seller worldwide every year for more than seven decades. It has made no forecast for this year's sales.

13 states' leaders not likely to back down in call for EPA to let them set tough standards

ACME, Mich. -- Michigan got plenty of sympathy Sunday from visiting governors for the state's economic struggles -- but no change in course from states seeking to regulate greenhouse gases from cars, regulations the domestic automakers say could cripple them.
"We're interested in economic growth every bit as much as Michigan is," said Gov. John Corzine, D-N.J., whose state is one of 13 seeking federal permission to set tough new limits on auto emissions of carbon dioxide.

Recently, the Senate passed an aggressive set of CAFÉ regulations that would impose fuel efficiency standards of 35 mpg without the adequate differentiation between passenger vehicles and light trucks by 2020. This is viewed by NADA and industry insiders as not only aggressive, but impossible.

UNEMPLOYMENT CLAIMS PROCESS: DUE DATE CHANGES
Colorado employers must modify the processing of their unemployment claim responses and appeals as a result of Colorado HB 07-1285 that goes into effect on Aug. 3, 2007. Colorado employers have traditionally had to submit the unemployment forms by the appropriate postmark date. Under the new legislation, the employer Form UIB-290,
Request for Job Separation
Information must be physically received by the Division
within the 12 days from when it was mailed to the employer. The
receipt deadline will
be contained in box two of the form.
Employer appeals of deputy decisions,
Form UIB-6, Notice of Decision, and Hearing
Officer Decisions must be physically received within 20 calendar
days of the date of mailing
to the employer. This is an expansion from the former standard
which was postmarked within 15 days.

As a reminder, in June NADA mailed to all member dealers an updated version of “A Dealer Guide to Adverse Action Notices,” which contains revised guidance on when dealers should issue these notices. It is being recommended that dealerships should send their own notification of an “adverse action” based upon a person’s credit report, even if the financial institution sends one. The changes are in response to court cases around the country interpreting this very “gray area” of the law.
