GM Rolls forward on technology strategy

Company hopes fleet of engineers, new powertrains can bolster reputation.

Detroit News, Aug. 25, 2007

MILFORD, Mich. -- Dozens of General Motors Corp. engineers clad in look-alike polo shirts stood like an army at the ready Friday in the center of an intricate, science-fair-like display of model engine blocks and transmissions.

The technicians are GM's front line in a campaign to win a reputation as an auto industry technology leader -- an image the company says it needs to survive in the brutally competitive U.S. auto market.

BUICK, LEXUS TIED IN DEPENDABILITY STUDY

MSNBC.com, Aug. 9, 2007

DETROIT -- Buick tied with Lexus as the highest-ranking brand in a closely watched study of vehicle dependability, marking the first time in 12 years that Lexus has shared the top award, J.D. Power and Associates said Thursday.

Cadillac, Mercury and Honda rounded out the top five brands in the annual survey, which measures problems experienced by the original owners of three-year-old vehicles. Both Buick and Lexus had 145 problems per 100 vehicles. The worst-performing brand, Land Rover, had 398 problems. The industry average was 216 problems, down from 227 in last year’s survey.

KANSAS COLOSSUS: THE NATION'S BIGGEST PRIVATE DEALERSHIP GROUP
AIMS TO GET BIGGER

Dealer-owners, repeat customers are key to success

Automotive News, Aug. 27, 2007

SHAWNEE MISSION, Kan. -- The headquarters of Cecil Van Tuyl, who with his son Larry operates the country's largest privately held auto retailer, can be hard to find.

The modest office building is on a commercial strip in the midst of Kansas City's suburban sprawl. No exterior signs indicate that offices for the Van Tuyls, who own 62 dealerships in 10 states and reported revenues of more than $5.9 billion last year -- are on the second floor.

"We're very proud of what we do, naturally," says Cecil Van Tuyl (van-TILE'), the group's 80-year-old patriarch. "But we are people who just try to stay out of the limelight."

The most conspicuous item on Van Tuyl's desk is a scale model of a 1955 Chevrolet Bel Air. His dealers gave him the model two years ago, to commemorate the 50th anniversary of his first dealership, a Chevrolet store in Kansas City.

DEPARTMENT OF REVENUE LETTER REGARDING MOTOR VEHICLE PURCHASES
TO BE REGISTERED OUT-OF-STATE

The Colorado Department of Revenue-Taxpayer Services Division has made CADA aware of a letter issued recently regarding tax collections on vehicles purchased in Colorado that will be licensed and registered out-of-state.  While the letter is primarily targeted at recreational vehicle purchases, it also includes a helpful recap of the applicable statutes regarding tax collection and dealer responsibilities—and may also serve to provide proof of dealership responsibilities in disputes with consumers of applicable taxes and primary residence issues.  Additionally, there is an updated DR 0780 form - STATEMENT OF COLORADO SALES TAX EXEMPTION FOR MOTOR VEHICLE PURCHASE (revision date 8/21/07). Key excerpts below:

·         Purchases exempted from tax and registration fees must be evidenced by sufficient documentation to validate the exemption.

·         The Department can hold a dealership liable for any tax not properly collected and remitted. In cases of disputes between the customer and the vendor, sales tax must be collected. The customer can then file a claim for a refund with the Department requesting reimbursement.

·         The Department requires dealerships to maintain on file a Form DR 0780 for every motor vehicle purchase that is to be licensed outside the State of Colorado.

The email from the Department of Revenue is below:

“Criminal Tax Enforcement is sending a letter to approximately 300 recreational vehicle dealers reminding them that they must collect sales tax on purchases made by Colorado residents. Dealerships are also required to maintain on file the form "Statement of Colorado Sales Tax Exemption for Motor Vehicle Purchase" (DR 0780) for every motor vehicle purchase that will be licensed outside of Colorado. If a Colorado resident completes this form in an effort to avoid paying taxes and licensing fees, doing so is subject to criminal prosecution.

The DR 0780 will be sent along with the letter. That form is available on our Web site under Sales and Use Tax Forms. Here is a copy of the letter and a copy of the updated DR 0780 form for your information.

This enforcement effort is a result of a story that aired on 9News in late April.

TEMPORARY PERMIT FEE INCREASES SEPT. 1

HB 07-1119 goes into effect Sept. 1 and increases the clerk hire fee from $2 to $4. ALL registered transactions will increase $2this includes renewals, duplicate registrations, tab replacements, new plates, plate replacements, and any other registration transactions.

The temporary permit fee **for individual purchases** will increase from $2.22 to $6.22. (Previously, the $2 clerk hire fee was not charged to temp permits.) With the new legislation, the original $2 clerk hire fee, PLUS the additional $2 will now be added to the total fee for temporary permits.

However, HB 07-1119 is specific to individual temporary permits, so the additional $4 does not apply to the "bundles" of temporary permits purchased by dealers at the counties. The only time dealers would pay this additional $4 is if they must go to a county DMV on behalf of their customer and ask to "extend" the customer's temporary permit because there is a delay in filing the customer's title paperwork.

Currently, this does not apply to the purchase of dealer permits.
